Exploration of a national forest is subject to authorization by the Minister in charge of forests, on presentation of a file containing the following documents:
– A stamped application indicating:
In the case of an individual – surname, first name, nationality, profession and place of residence;
In the case of a legal entity: company name or denomination, registered office, name of the Director and Manager.
In both cases, the following must be indicated: the location and surface area of the portion of forest to be explored, as well as its boundaries, which must be defined from an immovable topographic point.
– A map in five copies from the National Geographic Centre, showing the area requested;
– A declaration on stamped paper to the effect that the applicant is familiar with current forestry regulations and undertakes to comply with them;
– A receipt certifying payment of the exploration fees set by the Finance Act.
Any exploration file submitted by an operator already in business can only be examined if the interested party has paid all forestry duties and taxes on his license(s), and if he has strictly complied with the clauses of his specifications and his investment program.
The holder of an exploration permit may not dispose of any forest products in the area explored.
The exploration authorization does not confer any specific right to grant subsequent exploitation rights in the area explored.
The period of validity of an exploration permit may not exceed six months.
At the end of the period of validity, the authorization holder shall send to L’ administration chargée des forêts:
– The results of his surveys;
– Any topographical documents that may have been compiled.
An inventory of tree species by a specialized organization is a prerequisite for any use of a national estate forest.
The inventory is carried out for each 2,500 ha site, each site constituting a cutting base. It consists of a 100% enumeration of all trees having reached the exploitable diameter, as set out in the general clauses of the specifications.
