LAWS REGULATING VOCATIONAL TRAINING, GUIDANCE, REHABILITATION AND OUTPLACEMENT IN CAMEROON
In Cameroon, Law No. 2018/010 of 11 July 2018 governs vocational training in Cameroon, whilst Decree No. 2020/2592/PM of 19 June 2020 lay down the procedures for the establishment, organisation and functioning of vocational training and learning centers in Cameroon.
WHAT CATEGORIES OF VOCATIONAL TRAINING, GUIDANCE, REHABILITATION AND OUTPLACEMENT ORGANIZATIONS CAN BE REGISTERED IN CAMEROON
In Cameroon, when the question of how to register a vocational training, Guidance, Rehabilitation and Outplacement organization in Cameroon comes to mind, we are obviously compelled to know the categories of vocational training centers which are subject to registration in Cameroon. This helps to situate the applicant who either personally or through a qualified attorney, will be guided on the legal steps to engage and the documentation to submit. In Cameroon, there are two types of vocational training centers which can be registered. They are a Public Vocational Training Center and a Private Vocational Training Center.
WHAT ARE THE CONSIDERATIONS BEFORE REGISTERING A VOCATIONAL GUIDANCE, REHABILITATION AND OUTPLACEMENT ORGANIZATIONS IN CAMEROON?
What to consider before registering a vocational guidance, rehabilitation and outplacement center in Cameroon by any interested applicant with the professional assistance of a competent expert firm is as follows:
- Financing: The promoter/applicant entity must show proof of financial viability to run the vocational guidance, rehabilitation and outplacement organization as regards the purchase and maintenance of material, payment of staff, subscription to insurance policies and organization of training programs.
- Administrative Setup: The promoter/applicant entity must show proof of a proper administrative setup to run the vocational guidance, rehabilitation and outplacement organization in Cameroon. This administration has to comprise of qualified persons in the finance, pedagogic and management domain.
- Required Material: The promoter/applicant entity has to show proof of the existence of material needed to engage the training programs at the vocational guidance, rehabilitation and outplacement organization.
- Technical Facilities: The promoter/applicant entity has to show proof of the necessary facilities which could be constructed workshops, laboratories, classrooms and studios.
- Fee Structure: The promoter/applicant entity must establish a fee structure per training program in the vocational guidance, rehabilitation and outplacement organization in Cameroon. This fee structure will have to be submitted alongside the application for approval.
- Quality of Staff and Training Regime: The promoter/applicant entity must ensure that the staff recruited are qualified in line with the training programs of the vocational guidance, rehabilitation and outplacement organization. A staff training regime must also be put in place to ensure continuous development of the staff to meet up with changes in the world as concerns their various specialty.
- Nature of Premises: The promoter/applicant entity has to take into consideration the type of premises to be used for the vocational guidance, rehabilitation and outplacement organization to be registered in Cameroon. It could either be a parcel of land or property bought by the promoter entity or leased by the promoter entity for the realisation of the project.
- Training Programs: Consideration based on the training programs to be available to prospective students determines the quality of staff to hire, the material to be put in place for the realisation of the programs and the nature of the premises to be used by the promoter.
WHAT ARE THE LEGAL STEPS TO FOLLOW TO REGISTER A PRIVATE VOCATIONAL GUIDANCE, REHABILITATION OR OUTPLACEMENT ORGANIZATION IN CAMEROON?
While it is advisable for an applicant to solicit the services of an expert and competent firm, there are mandatory legal steps to follow to register a private vocational guidance, rehabilitation and outplacement organization in Cameroon. They are as follows;
- Register a legal Entity: This could be a company, business or an NGO. Either of these entities are recognized legal entities in Cameroon capable of having objectives to run vocational guidance, rehabilitation and outplacement organization in Cameroon.
- Procure land or lease a building: The promoter desirous to register a vocational guidance, rehabilitation and outplacement organization in Cameroon has to obtain the built structure at a location suitable for the vocational training activity.
- Draft a justifying Project plan for the Center: The promoter must establish a justifying project plan of the vocational guidance, rehabilitation and outplacement organization to be registered in Cameroon. This is aimed at providing the socio-economic interest of the programs to be delivered to registered students.
- Hire the required Staff: A vocational guidance, rehabilitation and outplacement organization must hire qualified personnel/staff. This is because the programs to be offered to the public are of specialty and as a result, teachers must match the required skill and knowledge of such specialty programs.
- Establish an Accredited Academic Program: The curriculum of a vocational guidance, rehabilitation and outplacement organization in Cameroon must be accepted by the Ministry of Employment and Vocational training. This is fundamental for the registration of a vocational training center in Cameroon.
- Set up the required materials: In the quest of registering a vocational guidance, rehabilitation and outplacement organization in Cameroon, the materials to be used in the training programs are very fundamental. The promoter has to show proof of the existence of material to be used by students during their academic training program.
- Establish an Organizational Chart: The promoter entity is to set up an organizational chart which clearly shows the entire team of the institution and their various offices.
- Establish a Training Fee Structure: Every vocational guidance, rehabilitation or outplacement organization must set up a fee structure for their programs. This fee structure will have to be communicated to the Ministry during the application for approval process.
- Provide the Proof or Sources of Funds: The promoter must show proof of funds to run the institution, pay staff, buy materials for training and set up the necessary facilities.
- Provide details of each Training Program: The promoter must ensure that the details of each program to be subscribed to by potential students is made available and freely accessible by the public and the administration.
- Apply to the Minister for an Authorization: The promoter is to write an application duly stamped and addressed to the Minister of Employment and Vocational Training.
- Submit the CV and Criminal Records of Promoter and Staff: The promoter and the entire staff must have their CVs and criminal records submitted to the Ministry during the application for approval process.
DOCUMENTS REQUIRED TO OPEN A PRIVATE VOCATIONAL GUIDANCE, REHABILITATION OR OUTPLACEMENT ORGANIZATION IN CAMEROON
- Request stamp indicating company name and address of organization;
- Justification of the project: its socio-economic interest;
- Cadastral plan of premises;
- Certified copies of the promoter’s diplomas and CV;
- Extract from the promoter’s criminal record no. 3;
- Nominative list of referral managers;
- Capacity by specialty;
- Certificate of moral standing for foreign promoters;
- A money order for 150,000 fcfa made out in a Yaoundé post office to the order of the MINEFOP liquidator etc.
N/B: The application for approval must be submitted to the departmental delegate for employment and vocational training in the area where the structure or organization is based.
