Foreign trade is unrestricted, with the exception of imports and exports of products subject to restrictions or prohibitions laid down by law.
Import, export and transit operations are governed by the principle of trade facilitation.
Excluded from the freedom of foreign trade are all products relating to morality, public safety and order, hygiene and health, protection of the environment, flora and fauna, and cultural heritage.
The list of products referred to above is drawn up by order of the Minister in charge of foreign trade in liaison with the technical administrations concerned.
Products excluded from the freedom regime are imported or exported by virtue of import and export authorizations granted by the Minister for Foreign Trade, after technical approval, where appropriate, by the relevant administration.
The law prohibits the import, export, trade, brokerage, acquisition and transfer, and transit of chemical weapons, or of any chemical weapons production equipment, or of any document or technology or information medium designed to enable or facilitate such activity.
All imports and exports must be declared in advance to the relevant authorities, for statistical, inspection and control purposes, and for the issue of a certificate of origin, particularly for exports, under the conditions laid down by legislation.
