Any individual or legal entity wishing to engage in private security activities must set up an establishment or company under Cameroonian law, the majority of which capital is held by nationals, and obtain approval.
The application file includes:
a) An application stamped at the current rate;
b) A copy of the birth certificate, a certificate of nationality and a certificate of address (domicile) of the manager or owner;
c) A bulletin n° 3 of the criminal record of the manager or owner;
d) A copy of the minutes of the meeting of the establishment or the company;
e) A copy of the establishment’s or company’s articles of association;
f) The surnames, first names, professions, addresses and certified copies of the national identity cards of those who, in any capacity whatsoever, are responsible for the management or administration of the establishment or company;
g) A photocopy of the registration receipt;
h) An insurance policy certificate;
i) A receipt for payment to the Treasury of the sum of five million (5,000,000) CFA francs, refundable if the application is rejected;
j) A bank guarantee of five million (5,000,000) CFA francs issued by an approved bank;
k) A tax certificate;
i) A tax receipt for the current fiscal year; etc
The approval file, comprising one original and four (4) copies, is submitted by the manager or owner at the prefecture of the head office of the establishment or guard company, in return for a receipt.
The prefect has a period of forty-five (45) days from the date the file is submitted to forward it to the commission, together with the conclusions of the administrative inquiries.
The Minister of Territorial Administration submits the complete file, together with the commission’s decision to the President of the Republic for approval.
If this is not the case, the Minister in charge of territorial administration notifies the manager or owner of the reasoned rejection of the application.
