Issuing the customs declaration
The forwarder/customs agent issues the customs declaration using his own terminal connected to the PAGODE computer system, or at one of the terminals of the Banalized Customs Clearance Unit open at the counter.
Request for phytosanitary certificate
The operator or his representative contacts the phytosanitary unit to obtain a phytosanitary certificate for the lots to be exported. He produces the following documents:
– Phytosanitary Certificate Application, stamped;
– Packing list;
– Verification Bulletin (quality).
There are two possible cases:
- Pre-treated batches are stored in a sanitation chain. In In this case, the phytosanitary service immediately issues the phytosanitary certificate.
- Batches are being processed. In this case, the phytosanitary service issues the certificate after processing.
In both cases, the phytosanitary certificate is required by the active customs export subdivision before shipment.
Customs Processing
The customs declaration is submitted to the Customs “admissibility” unit. Depending on the case, it is accompanied by the following documents:
– The Verification Bulletin;
– Stuffing certificate (for containerized exports);
– Fiscal Quistus;
– DE- SGS export declaration;
– Request or mandate for TEL;
– Receipt for payment of ONCC/CICC royalties;
– Receipt for payment of Port fees.
On the basis of selection criteria and automatic declaration checks implemented by the PAGODE computer system, and on the basis of the custom department’s assessment, the customs officer grants the Good to Ship “Bon à Embarquer” (BAE) order.
