Obtaining the Taxation Slip
The operator or his representative should contact the unit of the Unique Counter “Guichet Unique” representative organisation to obtain the Taxation Slip “Bordereau de Taxation” (BDT); original copies of the Taxation Slip are sent directly by the authorised body to the Direct Debit Bank; a copy of the Taxation Slip is, in the case of collection credit and after verification of payment of previously issued Taxation Slip – provided to the operator.
Four times a day, the authorized body publishes a list of the final Taxation slips numbers it has issued and sent to the banks; This list is posted for several days on the premises of the representative body’s cell, in order to provide information to operators or their representatives.
Payment of Fees
The operator or his representative pays the exit duties determined at the Taxation Slip level to the Bank’s Single Window unit; the Bank issues a Receipt and the paid Tax Slip.
Customs Declaration
The freight forwarder/customs agent issues the customs declaration using his own terminal connected to the PAGODE computer system, or at one of the terminals of the Centralized Unit (Unité Banalisée de unit (UBD) open at the counter.
Customs Processing
The paper copy of the Customs Declaration is submitted to the Customs Admissibility Unit. The following documents are attached to the Customs Declaration;
– Movement Certificate;
– Phytosanitary Certificate;
– Tax Clearance;
– F1, export direct debit;
– Paid BDT + Bank receipt;
– Purchase order or sales contract;
– Final invoice;
– Specification form;
– CITES Convention (for protected species);
– MINEF Certificate of Origin (for protected species);
– Request or mandate for TEL;
– Receipt for payment of Port royalties.
The customs officer verifies the admissibility of the declaration, and annotates the Register of Declarations lodged and assigned to the visiting agents.
On the basis of selection criteria and automatic declaration control implemented by the PAGODE computer system, and in the light of the department’s assessment, the Customs officer grants the Good to Ship “Bon à Embarquer” order.
