Customs Declaration
The forwarder/customs agent issues the customs declaration using his own terminal connected to the PAGODE computer system, or at one of the terminals of the Banalized Customs Clearance Unit (UBD) open at the counter.
Request for phytosanitary certificate for Re-export
The operator or his representative contacts the phytosanitary unit to obtain a phytosanitary certificate for the lots to be re-exported. He produces the following documents:
– Application for Phytosanitary Certificate, stamped;
– Packing list;
– Verification sheet (quality);
– Phytosanitary certificate from country of origin.
On this basis, the phytosanitary officer issues the phytosanitary certificate for re-export.
Customs Processing
The customs declaration is submitted to the Customs “admissibility” unit. Depending on the case, it is accompanied by the following documents:
– The Certificate of Origin or OIC Certificate of Origin (for coffee from the DRC);
– Phytosanitary certificate from country of origin;
– EUR 1 Movement Certificate (for exports to the EU);
– Copy of D 15 and D 6;
– A waybill or international consignment note or CAMRAIL unloading slip;
– Species specification sheet (logs or lumber);
– Bulletin de vérification (for RCA coffee);
– Quality certificate (for DRC coffee);
– SGS Inspection Confirmation (for logs or cut timber of CAR origin);
– CITES Convention (for protected species);
– Potting certificate;
– TEL request or mandate;
– Receipt for Port royalty payment.
On the basis of selection criteria and automatic declaration checks implemented by the PAGODE computer system, and in the light of the custom department’s assessment, the customs officer grants the Good to Ship “Bon à Embarquer” (BAE) order.
