Approval to operate as an interstate general cargo road haulier is subject to the submission of a file containing the following documents to the Ministry of Transport in the country of residence:
a) An application for approval in duplicate, on stamped paper, addressed to the CEMAC Executive Secretariat, under cover of the Ministry in charge of Transport of the applicant’s State of residence;
b) The authorization referred to in article 1;
c) Proof of payment of the processing fee of one hundred thousand (100,000) CFA francs;
d) Insurance certificates for the vehicle(s);
e) Copies of vehicle registration documents;
f) Technical inspection certificates;
For individuals:
g) Extract from bulletin no. 3 of the criminal record;
h) Tax clearance certificate.
For legal entities:
i) A copy of the articles of association and the receipt for their filing with the court registry;
j) An extract from bulletin no. 3 of the manager’s criminal record;
k) A copy of the legal gazette insert;
l) A copy of the minutes of the founding meeting; etc.
The application referred to in this article must indicate the conventional corridor or corridors to which the approval applies.
After examining the approval file, the Ministry of Transport issues a provisional approval valid for a period of three (3) months, renewable once.
The said Ministry forwards the approval file to the CEMAC Executive Secretariat, which has a period of five (5) months from the date of receipt to reach a decision.
Final approval is granted by the Council of Ministers, after a favourable opinion by the Inter-State Committee.
Approval is granted for a period of five (5) years. Renewal is subject to the conditions stipulated in article 4.
