A. Phytosanitary Formalities
– An application stamped at 500 frs;
– A photocopy of the bill of lading;
– A phytosanitary certificate from the country of origin;
– An import permit issued by the Minister of Agriculture, if the import consists of high-risk products;
– Prior import authorization from the Ministry of Agriculture, and product analysis bulletins issued by an accredited laboratory if the import concerns pesticides.
B. Health Formalities
1. Second Hand Goods
– A stamped request for 500 frs addressed to the Port’s Health Officer;
– A copy of the Fumigation certificate, certifying that the product is free of any germ or virus likely to be harmful to human health.
2. Drugs
– A request stamped at 500 frs;
– A copy of the bill of lading;
– A copy of the authorization to import medicines issued by the Minister of Public Health.
3. Cosmetics
– A stamped application for 500 frs;
– A copy of the bill of lading. The documents issued by the health department are the Certificat de Salubrité for second-hand goods and the Certificat de Conformité for medicines and cosmetics.
C. Formalities for Animal Products
– A stamped request for 500 frs
– A photocopy of the bill of lading
– A veterinary certificate from the country of origin The Veterinary Service issues a Veterinary Health Certificate.
D. Environmental Formalities
– A request, stamped at 500 frs, addressed to the person responsible for the environment;
– A copy or photocopy of the pro-forma invoice approved in advance by the environmental services;
– A copy of the bill of lading.
The environmental department issues an Attestation of Quality.
During the inspection procedure, any goods visit requested by one of the technical departments on a clearly identified file, is recorded either on the Guichet Unique tracking sheet, or on any other all other media, and transmitted to Customs. Customs is therefore the trigger for the joint visit, which it must organize and coordinate, and/or the interests of the technical services, in accordance with the recommendations on joint Customs/SGS/Technical Services visits. To initiate the visits, Customs informs the relevant technical department, under discharge, via the Single Window phytosanitary unit.
At the end of the inspection, the technical department immediately issues one of the above-mentioned documents which are required to obtain the Good to Remove Order.
