Instruction No. 00308/CCAA/DNA/SDNA/LPA of 17 July 2006 on the minimum conditions for validating a pilot licence issued by another State
unless otherwise specified, the minimum conditions for the validation of licences issued by an ICAO member state are defined below
Pilot licence used in commercial air transport or other professional activity;
A pilot licence issued in accordance with ICAO Annex 1 may be validated by the competent services of the Aeronautical Authority to conduct flights (including instructional flights) on aircraft registered in Cameroon.
To obtain validation of such licences, the holder must:
a) Satisfy, by way of a proficiency check, the conditions for revalidation of the type rating associated with the privileges of the licence held;
b) Demonstrate to the satisfaction of the competent authority a knowledge of the relevant parts of the applicable operational regulations and of the applicable parts of the regulations governing the licensing and rating of aircrew.
c) Demonstrate knowledge of English
d) Hold a valid medical certificate
e) Meet any additional requirements published in the regulations
f) Comply with the experience requirements set out in column 2 of the following table in relation to the validation requirements set out in column 3.
PILOT LICENSE
- License held: ATPL(A),
- Experience: 1500 hours as CDB on multi-pilot aircraft,
- Condition of validation: CDB on multi-pilot commercial aircraft.
2. License held: ATPL (A) or CPL (A)/IR,
- Experience: 1500 hours as CDB or co-pilot on multi-pilot aircraft depending on operational requirements,
- Condition of validation: co-pilot on single-pilot commercial aircraft.
3. License held: CPL(A)/IR,
- Experience: 1000 hours as CDB in commercial air transport since the obtention of the flight rating instrument,
- Condition of Validation: CDB on single-pilot commercial aircraft.
4. License held: CPL(A)/IR,
- Experience: 1000 hours as CDB or co-pilot on a single-pilot aircraft depending on operational requirements,
- Conditions of Validation: Co-pilot on single-pilot commercial aircraft.
5. License held: CPL(A),
- Experience: 700 hours on aircraft other than single-engine gliders (TMG), include 200 hours of practice of the activities for which validation is requested, including 50 hours completed in the last 12 months,
- Conditions of Validation: activities on aircraft other than commercial air transport.
6. License held: Instructor qualifications,
- Conditions of Validation: three years’ experience as an instructor.
Holders of a CPL(H) IR on multi-pilot helicopters must demonstrate the ICAO ATPL (H) knowledge level before validation.
HELICOPTER PILOT LICENSE

Private pilot licenses with an IFR instrument rating;
- License held: ATPL(H)/IR,
- Experience: 1000 hours as CDB on a co-pilot helicopter,
- Conditions of Validation: CDB on multi-pilot helicopter in commercial air transport.
2. License held: ATPL(H)/VFR,
- Experience: 1000 hours as CDB on a co-pilot helicopter,
- Conditions of Validation: CDB on multi-pilot helicopter in commercial air transport for VFR operations.
3. License held: ATPL(H),
- Experience: 1000 hours as CDB on a multi-pilot helicopter,
- Conditions of Validation: Co-pilot on a multi-pilot commercial helicopter.
4. License held: CPL(H)/IR,
- Experience: 1000 hours as CDB in commercial air transport since the obtention of the flight rating instrument,
- Condition of Validation: Co-pilot on a multi-pilot commercial helicopter.
5. License held: CPL(H)/IR,
- Experience: 1000 hours as CDB or Copilot on a monopilot helicopter depending on operational requirements,
- Conditions of Validation: CDB of monopilot helicopter in commercial air transport.
6. License held: CPL(H),
- Experience: 700 hours on a helicopter order than that certified JAR/FAR 27, include 200 hours’ practice of the activities for which validation is requested, including 50 hours completed in the last 12 months,
- Conditions of Validation: Activities on the helicopter order than air transport.
7. License held: Instructor Qualifications,
- Experience: 1000 hours on aircraft other than TMGs, including 50 hours in the last 12 months,
- Conditions of Validation: three years’ experience as an instructor.
N/B: The holders of a CPL(H) IR on a multi-pilot helicopter multi-pilot helicopters must demonstrate the ICAO ATPL (H) knowledge level before validation.
PRIVATE PILOT LICENSES WITH AN IFR INSTRUMENT RATING

A private pilot license obtained from a qualifying instrument flight rating delivered in conformity with Annex 1 of OACI by a state can be validated by the aeronautical authority to carry out flights on aircraft registered in the national register.
To obtain validation of such a license, the holder must meet the following conditions;
- Satisfy, by means of a practical aptitude test, the condition for revalidation of a type rating and an instrument rating.
- Demonstrate to the satisfaction of the competent authorities that knowledge of the subjects’ “regulations”, “flight planning and monitoring” and “IR performance” on the IR theoretical knowledge syllabus has been acquired.
These examinations may be conducted outside Cameroon subject to approval of the syllabus by the aeronautical authority.
- Demonstrate knowledge of English
- Hold a valid ICAO class 2 medical certificate etc.
License held: PPL/IR,
- Experience: 100 hours of instrument flying as pilot-in-command.
PRIVATE PILOT LICENSE VFR
A private pilot license without instrument rating issued in accordance with ICAO Annex 1 by another State may be validated by the aeronautical authority to conduct flights, including instructional flights, on aircraft registered in the national register. To obtain the validation of such a license, the holder must meet the following conditions;
- Hold the privileges relating to radiotelephony (R/T) acceptable to the authority,
- Meet the experience requirements set out below
- License held: PPL/VFR,
- Experience (Total number of flights): 50 hours as Pilot in command.
2. License held: Instructor Qualification,
- Experience (Total number of flights): 50 hours of training on aircraft, i.e. 50 hours completed in the last twelve months.
