BOARD OF DIRECTORS
The Board of Directors is the decision-making body of the day-care centre nursery. It ensures that the missions assigned to it are fulfilled. In this regard, it does the following;
- Approves the internal regulations, the annual action program, the draft budget and activity report of the crèche or drop-in centre, the socio-pedagogical line, staff benefits and all contracts with other institutions;
- Monitors and evaluates the supervision plans for children entrusted to the crèche or drop-in centre;
- Recruits and dismisses staff responsible for childcare and children;
- Approves asset management;
The Board of Directors of the crèches and day nurseries is composed as follows:
Composition of the Board of Directors
Chairman: The Mayor of the Commune in which the crèche or day care centre is located;
Members:
- The arrondissement delegate of the Ministry for Family Promotion or, for arrondissements without a delegation from the Ministry for Family Promotion, the representative of the territorially competent departmental delegate;
- The territorially competent representative in charge of social affairs;
- A representative of the crèche or day care centre’s partner health centre;
- A parent representative, appointed by his or her peers.
However, in the case of private crèches and day centres, the Board of Directors may be chaired by the promoter, or by a person appointed by the promoter.
The secretariat of the Board of Directors is provided by the Director of the crèche or day-care center.
The composition of the Board of Directors is established by decision of the territorial competent Prefect.
The Chairman of the Board of Directors may be invited to take part, in an advisory capacity, in the work of the Board of Directors, by virtue of his or her expertise in the matters to be examined.
The Management Board meets, when convened by its chairman, at least two (02) times a year and, if necessary, at the call of its chairman.
Notice of meetings and related documents must be sent to members at least five (05) days before the date of the meeting.
The Board of Directors may only validly sit in the presence of at least two-thirds (2/3) of its members.
Resolutions are passed by a simple majority of votes. In the event of a tie, the Chairman has the casting vote.
The decisions of the Executive Board are recorded in minutes signed by the Chairman and the Secretary of the Board.
In the event of death, resignation, loss of the office or position which justified appointment as a member of the Executive Board, the member concerned is replaced in the same manner and under the same conditions of appointment.
The functions of the chairman and members of the Board of Directors, as well as those of persons invited in an advisory capacity, are free of charge. However, they may receive a sessional allowance, the amount of which is set by:
- Joint order of the Ministers of Finance and Family Promotion for state-run crèches and day nurseries;
- Resolution of the deliberative body, for crèches and day care centres created by legal entities other than the State;
- Decision of the promoter, for crèches and day-care centres created by individuals.
